Annual security report and policy statement

The University of Wisconsin Oshkosh is committed to a policy of fairness and equal opportunity for all. A diverse student body, faculty, and staff which reflect the variety of pluralism of society is desired and encouraged. Moreover, equal access to benefits, programs, services, employment, and education opportunities is assured for all, without regard to sex, color, marital or parental status, race, age, national origin, religion, handicap, sexual preference, political affiliation or beliefs, arrest or conviction record, ancestry, creed, or sexual orientation.

Criminal actions or emergencies on the campus will be reported to the University Police. They shall respond in accordance with the policies and law enforcement procedures published for the department. Emergency numbers are listed in the UW Oshkosh telephone directory and numerous other publications. (top)

General access to and use of University facilities are governed by Chapter UWS 21, Wisconsin Administrative Code, and by institutional policies filed in the Office of the Chancellor. (top)

Security is maintained in the University's facilities through a number of mechanisms, including limiting the hours of operation, restricting the distribution and copying of keys, use of staff or student identification, providing adequate lighting, and providing telephone call boxes at various locations for emergency assistance.

Specific security mechanisms vary according to the facility. Requests for information concerning the security precautions in place for various types of facilities (e.g., athletic facilities, residence halls, libraries, academic and administrative buildings, recreational facilities, student unions, etc.) may be presented either to the chief of University Police or to the administrator in charge of the use and scheduling of the specific University facility.

University Police have arrest powers and are generally responsible for enforcing all laws, rules, and regulations. In accordance with s. 36.11(2), Wisconsin Statutes, the University of Wisconsin Oshkosh is staffed by peace officers who meet the requirements of the Wisconsin law enforcement standards board. These officers have the power to arrest and bring before the proper courts persons violating the law on University property. The University Police cooperate and may work with local police authorities in exercising their responsibilities. The University encourages accurate and prompt reporting of all crimes to the University Police or other local police authorities.(top)

UW Oshkosh provides information about campus security procedures and practices and encourages students and employees to be responsible for following proper measures for their own security and for the security of others. The University provides the information about the prevention of crimes through the following programs and literature distributions: (top)

For students: through the information presented to students living in University residence halls and off campus, publications developed for and distributed to students and media coverage through the local newspapers and TV stations. Examples of programs include the Knight Owl Safe Walk, an annual survey of campus lighting, scheduled residence hall fire drills and various programs on safety and security issues, and the Campus for Acquaintance Rape Education (CARE) Program. Information regarding campus resources is provided to all new students and continuing students, faculty and staff. (top)

For employees: through the orientation provided at the time of appointment, through information included in the Faculty and Academic Staff Handbook, and through other publications developed for and distributed to employees. (top)

Notification of violent crimes: UW Oshkosh also provides "timely notice" of violent crimes through the most effective method available which can include press releases and other media, bulletin board and other special notices nd communication with the campus community. (top)

UW Oshkosh encourages cooperation with local police authorities so that they can monitor and record information concerning criminal activity which occurs away from campus, but involves students or student organizations. The University cooperates with law enforcement agencies and will apply its rules and regulations relating to the conduct of University students. As a general rule, it is not responsible for overseeing the conduct of off-campus student organizations which it registers, including student organizations with off-campus housing facilities. The Oshkosh Student Association, with the assistance of the Dean of Students Office, developed a document of procedures, "University of Wisconsin Oshkosh Complaints Pertaining to the Conduct of Registered Student Organizations," copies of which are available in both offices.

The possession, use, and sale of alcohol and illegal drugs are regulated at UW Oshkosh in accordance with the Drugfree Schools Act, the Drugfree Workplace Act, applicable provisions of state and federal law, and Chapter UWS 18, Wisconsin Administrative Code. The University Police enforce violations of underage drinking laws and other state and federal laws regulating the possession, use and sale of alcohol and illegal drugs.
