These parking regulations are designed to avoid congestion, maintain safe driving conditions, use existing parking facilities to the maximum and be as equitable as possible to everyone.
At Parking Services, we realize that while there usually is a parking place available for all commuters, it may not be close to your building. We suggest that you arrive in plenty of time for your classes, meetings or other campus activities and be prepared for a little walk, especially during periods of peak usage.

Parking Services offers free rides on city buses to all faculty, staff and students. Present your Titan Card and you can ride anywhere in the city on an Oshkosh city bus. The system offers service from 6:15 a.m. to 6:10 p.m. Monday through Saturday.
Oshkosh Transit System route maps are available at the Parking Services office in the lower level of Blackhawk Commons and at the Reeve Memorial Union information office located near Titan Central.
Lot 4, the 28-stall parking lot on Woodland Avenue will be closed for construction at the beginning of the 2008/09 academic year. It is scheduled to re-open by the end of October as a new 80-stall parking lot.

Effective Sept. 1, 2008
The following policies and regulations have been approved by the Chancellor. The regulations also have been reviewed by the Parking Advisory Committee, which is comprised of staff, faculty and student representatives from the UW Oshkosh campus.
Authority to establish regulations governing the use of motor vehicles on the campus for visitors, faculty, academic staff, classified personnel and students is derived from Wisconsin Statutes. These rules are enacted pursuant to the authority granted the Board of Regents of the University of Wisconsin System under Sections 20.285 (1)(h), 36.11 (8)(a), and 36.11 (9)(b) State Statutes and, in turn, granted by the Board of Regents to the Chancellor.
All Wisconsin motor vehicle laws are applicable to the campus to the same extent as though this campus and its streets are public highways.
Minor modifications in lot assignments to accommodate unforeseen circumstances or special events may be made during the year, and every effort will be made to provide ample notice of any changes to the University community.
Parking Services
The UW Oshkosh parking system is a self-supporting service, receiving no funds from the state, the University budget, student fees or tuition dollars. Therefore, all vehicles parking on University property are charged user fees. Revenue derived from selling parking permits and collecting monetary penalties assessed under the parking regulations is used to administer, maintain and improve parking facilities.
Parking Services’ normal business hours are 7:45 a.m. to 4:30 p.m., Monday through Friday with extended hours during the first week of each semester.
Who Needs A University Parking Permit?
Every motor vehicle, including motorcycles and mopeds that park on University property, must have a valid University parking permit or plug a meter. Parking permits may not be used as a substitute for paying parking meter fees.
Permits are required year-round, including summer and during “breaks”.
If your vehicle is unattended, it is parked.
Using your flashers does not excuse parking illegally.
Parking Ramp
The three-level, 448-space parking ramp is located on the corner of High Avenue and Osceola Street. Level one is available for Faculty, Staff, Commuter Students and Visitor parking. There also will be reserved spaces for faculty and staff on level one. Levels two and three is for resident student permits only.
Visitor Permits (valid from 6a.m. to Midnight)
Visitor and short-term permits valid from 6 am to midnight may be obtained from the Parking Services Office, lower-level of Blackhawk Commons, weekdays from 7:45 a.m. to 4:30 p.m. One-day permits also may be purchased at the Visitor Information Booth, located in Lot 15 across from Reeve Memorial Union 7:30 a.m. to 7 p.m. Monday through Thursday and 7:30 am to 4 p.m. on Friday, whenever classes are in session, or from University Books & More (located in Reeve Memorial Union) at a cost of $2 per day.
Holders of valid visitor permits may park on the first level of the parking ramp or in any commuter lot (from 6 a.m. until midnight). Visitors without a permit should use a meter or a pay station.
Guest lecturers or candidates for employment may obtain a free parking permit if the host department requests the free permit in writing.
Visitor Permits (overnight)
Visitors requiring overnight parking must use the pay-by-space meters in the parking ramp or purchase an overnight permit. Overnight permits cost $6 and are only available at the Parking Services Office or at the Information Booth during regular business hours. Overnight visitor permits are valid until 9 a.m. on the date on the permit.
Overnight visitor parking permits are only valid on the first level of the parking ramp.
Visitors staying as a guest in a Resident Hall may only purchase parking for two consecutive nights.
Commuter Student PermitsStudents working in the Radford computer lab from midnight through 6 a.m. must park in Lot 14 and display a valid permit or plug a meter.
Evening Permits (valid 4p.m.-midnight)All commuter student and faculty/staff lots are closed from midnight until 6 a.m. *Vehicles parked in commuter student and faculty/staff lots after midnight will be ticketed and towed.
*Lot 34 is open until 2 a.m. Monday through Thursday during each 14-week academic session.
Resident Student Permits
Parking permits for students living in Residence Halls are limited and sold on a seniority/lottery basis. Resident permits are assigned on the basis of the applicants’ class standing; graduate students and seniors receive permits first, then juniors, then sophomores, etc. The first class that doesn’t have enough permits available to cover every applicant will go into the lottery. Applications for resident parking permits are accepted until July 31 of each year, with a subsequent lottery drawing held during the first week of August. Students not drawn in the lottery automatically are placed on a resident permit waiting list and will be notified of alternative off-campus parking options. Resident permits are available on a yearly basis only for $200. Please refer to the map here for resident lot locations.
Resident permits for Lot 6 which is located on the corner of Wisconsin Street and Pearl Avenue cost $175 per year.
Resident permits for Remote Lot 35 cost $150 per year. Remote Lot 39 permits cost $120 per year *. Both are located within one mile from the farthest residence hall. * Remote Lot 39 has reduced pricing due to the closing of the Wisconsin Street bridge until approximately mid-October 2008.
Faculty/Staff Permits
Employees may purchase either an Employee permit (valid from Sept. 1 through Aug. 31) or a Diamond permit. The Diamond permit is valid for three years with payroll deduction beginning automatically each fall. Both the Employee and Diamond permits may be payroll deducted from pre-tax dollars and both cost $175 per year or $95 per semester. Please refer to the map here for faculty/staff lot locations.
Employee permits may be made portable for use on multiple vehicles. Diamond permits may not.
For employees choosing the Diamond permit, an option to purchase additional Diamond permits for $15 each is available. The additional Diamond permits are to be used on vehicles brought to campus on a temporary basis. The primary Diamond permit and any secondary Diamond permit/s may never be used on campus at the same time. Failure to comply will result in a $30 citation for each vehicle.
To discontinue your payroll deduction for parking you must return your permit/s to the Parking Service Office.
Reserved Faculty/Staff Parking
A limited number of reserved spaces are available for faculty and staff in the parking ramp or Lot 4 (when it is completed). The annual cost is $350. Contact Parking Services at (920) 424-4455 for details.
Motorcycle Permits
Motorcycles/mopeds must be parked only in designated areas, not in regular car stalls. These designated spaces are conveniently located lots 7, 11, 18, 19, 23, 25, and the South Gruenhagen area. These spaces are not available between Nov. 15 and April 15. Mopeds may be parked in approved bicycle racks for security purposes but they still must have valid university motorcycle parking permits. These permits cost $15 per year or $8 per semester.
Summer Permits
Summer parking permits for faculty/staff, commuter or resident students are available for $20 for the eight-week session, $10 for four weeks. Full-year permits include the summer session at no additional cost.
Permit Placement
University parking decals must be permanently and/or properly displayed, on a driver’s side window.
Carpool permits
When parked on campus, the carpool permits must be properly displayed in the driver’s window so the permit is clearly visible to enforcement staff. Displaying a carpool permit in any other location may result in a citation.
The replacement cost for a lost carpool permit is $40.
Window decals (non-carpool permits)
The decals should be placed on the driver’s side rear side window. Affixing a decal by taping or clipping is not considered permanently or properly displayed.
Parking permits are not transferable from one person or one vehicle to another (except carpool permits). If an individual purchases a different vehicle, he/she must bring the old permit (or identifiable portion of) to the Parking Services Office for replacement at no cost. Those requesting a replacement permit without returning the old permit will be charged $40.
Mount permit on driver’s side of the vehicle, carpool permits on the driver’s window, all others on the driver’s side back window.
Refunds
When you present an identifiable portion of the parking decal (needed for auditing purposes), Parking Services will refund a portion of the annual fee on a prorated basis, minus $1 service charge.
The rear of the vehicle must be parked toward the access lane (do not back in or pull across to the other side).
Metered ParkingAfter the first citation is issued for meters and time-limited loading zones, additional citations may be issued every half-hour (30-minute meters), every hour (one-hour meters), or every four hours (four-hour meters) of illegal parking in those areas, depending on the posted time limit.
Pay and Display Pay Stations
Pay stations are available on High Avenue and Osceola Street. These stations allow you to purchase a parking permit at a rate of 50 cents per hour valid in increments ranging from 6 minutes to 16 hours. The permit must be placed on the passenger side of the front dash in such a way that it is readable from the outside.
Parking is not permitted on High Avenue or Osceola Street from 2 a.m. to 5 a.m.
Pay By Space Pay Stations
Pay by space pay stations are available in stairwells of the parking ramp located on the corner of High Avenue and Osceola Street. Rates are 50 cents per hour.
Short-Term Parking for Faculty, Staff and Commuter Students
One-day permits and Five-Time Cards (allows purchaser to park five times and has no expiration date) are available in the Parking Services Office for $2 per day and $10 per Five-Time Card. Permits are valid from 6 a.m. until midnight
All other permit, and meter regulations are enforced year round:
Monday-Thursday: 6 a.m.-9 p.m.*
Fridays: 6 a.m.-4:30 p.m.
*All commuter student and faculty/staff lots are closed from midnight to 6 a.m.
All other parking regulations are strictly enforced at all times.
Lot 34 is open until 2 a.m. Monday through Thursday during each 14-week academic session.
Violations for parking in commuter lots after midnight are always strictly enforced. During a snow emergency, vehicles parked in a commuter lot after midnight will be ticketed and towed to allow for snow removal.

Paying Fines
Failure to pay parking penalties will result in late fees. For citations unpaid beyond 28 days, the past due amount will be
placed on the student’s account and/or referred to the Wisconsin Department of Transportation for suspension of vehicle registration.
University police officers, residence hall directors, or Parking Services enforcement officers are authorized to have a vehicle towed away if it is found to violate any posted tow-away zones, such as impeding traffic, blocking another vehicle or parking on the lawn, mall or sidewalk.
If your vehicle is towed, contact the Parking Services Office for the location of the impounding agent. The driver of a towed vehicle will be responsible for the towing and storing expense. The University is not responsible for any damages incurred due to towing. Towed vehicles will be released when all outstanding citations, tow charges and storage fees have been paid.
Repeated violations and/or nonpayment of parking citations may result in impounding the vehicle involved or removing it from state property at the owner’s expense.
Abandoned or impounded vehicles will be disposed of after 60 days and notification of the owner, unless the owner contacts the Parking Services Office and makes provisions to release the vehicle and to pay all outstanding fines and expenses.
Payments for parking permits or fines are to be made to the Parking Services Office, lower level of Blackhawk Commons. Do not send cash through the mail. The Parking Services Office will not be responsible for lost or stolen parking payments.
There will be a $20 penalty assessed for non-sufficient fund checks.
Appeals
The Parking Appeals Committee will evaluate all appeals to determine whether or not cause exists to set aside appealed citations. Said committee will consist of six or more members: two academic staff, two classified staff, two students and one Faculty Senate appointment.
Appeals will not be accepted after 72 hours (excluding weekends and holidays) from the date of the citation, except under extenuating circumstances, which the committee will take into consideration. Appeal forms are available in the Parking Services Office.

Liability
UW Oshkosh and its employees and agents assume no liability for loss from theft or damage to cars parked on University property. Purchasers of parking permits agree to indemnify, defend and hold harmless the University, its officers, employees and agents from any and all liability, including claims, demands, losses, costs, damages and expenses of every kind and description (including death), or damages to persons or property arising out of, or in connection with, or occurring during, the use of the facility by the permit holder.
